I fail to see what is the difficulty on that, looks like very straightforward and easy question to do, even over the phone.
You have it easier, same as Mexicans, you can apply to a TN1 visa and is relativately straightforward to get it.
I think i am currently going on this direction. Assuming i don't have access to such thoughtful companies as yours (my country's sofware industry is underdeveloped), do you know how could i get that kind of technical mentoring needed for my career?
At best they could be as clueless as you and believe in "the cause", at worst they see how it is in reality and they see you as a sucker working for less than you deserve.
PEMEX became the classic example of am inefficient, corrupt and bureaucratic government company which has already extracted all the "easy" oil and sees that this is unsustainable on long term, many of the large remaining oil reserves is now not easy to extract which due to bad management and lack of long term thinking is economically not convenient for PEMEX to try to extract it on its own.
So the government pushed those reforms to allow foreign companies with more advanced technical know-how and more willingness to risk, to invest and at least get some money in terms of taxes and permits.
