I was thinking of this more from the independent consultant's perspective, not the FTE viewpoint.
What prevents them from doing this?
Eh... might have come across as mean-ish, but it's nothing personal against Quip. They just did something I see a lot of companies do, which is gloss over some of the finer points of email engagement.
Every website and marketing push involves content. But is your content effectively supporting your business goals? Is it performing as well as you want it to?
Chances are, if you hired a writer, or if you did it yourself, your content could do more to achieve your business goals. The missing ingredient is usually a careful combination of information/UX design, content, and ongoing testing.

Content is king if you want to be heard above the noise of the Internet. I think mainstream culture is a bigger impediment to the changes you describe than voting system reform. But I certainly would like to see the kind of changes you describe.
When managing a project, having multiple buckets that contain lists, and being able to quickly scan the buckets is highly effective. With linear lists, I sometimes forget to check one of my lists, or the list gets stale, and things fall into the cracks. Because it spreads all my lists out on a single board, Trello (the HTML version, anyway) helps me avoid this.
I agree that linked boards would be a great enhancement.
I don't know what the normal payback period is for generation infrastructure, maybe 15 years or so is not that unusual.
Air-condition after sunset? Maybe, but that's an edge case for sure.
So if this thing actually costs $737MM to build, then the energy it stores would have to be sold at around around $200/Megawatt to pay back the loan in 10 years. More, if you want to cover operating costs.
What's the catch? That's far above current market rates.
Any of these explanations could be applied to any recent candidate for the office of PotUS.
But Google+ isn't a product. It's more like an API that uses a graphic user interface to transfer personal data from users to Google. Google then uses that data to provide an actual product to its actual customers: advertisers.
