Web is independent, thus making tools for it is both no one's and everyone's concern.

Mobile/desktop platform providers on the other hand are typically worried about developer experience and thus e.g. you get XAML/QT instead of patching HTML with Bootstrap.

Unity3d provides C# to JavaScript compiler

Unity3d does too many things (except new versions of C# :P) and ties to itself. There should be a direct C# -> WebAssembly compiler in future.

C# and Go are both good choices. Hopefully Microsoft will deliver a decent Linux dev experience via VS Code / Monaco to make C# more appealing though. In 2015 people really deserve a language with generics in it. But, yeah just stay away from dynamic languages beyond prototypes. At least don't pick something that is both dynamic AND weakly typed.

Typical scenario: she lies to him she is (still) on the pill, gets pregnant - he has no say on abortion, gives a birth - he has to pay or he goes to jail.

I am sorry, but you will have to learn JavaScript and some other legacy languages (CSS, HTML) to succeed.
