In other words, the certificate presented is merely used to secure the connection against a passive attacker.

Unfortunately not. IIRC, any classifier with AUC < 0.5 can be improved by just inverting its output. Real classification quality requires being significantly above 0.5 -- 0.8 is a common threshold.

Is it that people don't buy a lot of cars in Norway? Average income is significantly higher? Different income profile of car buyers specifically? Some kind of social effect, like prestige?
