My reading says "neither". Conservative move is "encrypt everything" but curious if others have passed/failed a HIPAA audit with a standard MySQL or SQL Server system (assuming you have individual ID access & logging).
IANAL, but it seems like simple possession is allowed. But maybe my reference is not up to date.

Would love to see usability commentary on these sites to see if/how they've decided to use one approach over another.
But their whole Smart TV system with apps and stuff really stinks. Very hard to understand the options, and the UI of the underlying apps is terrible. Just terrible.
I just bought a used Android device on craigslist. I didn't care what carrier-- I just wanted wi-fi so I could test some mobile web app work. I ended up with a Samsung Fascinate. Okay, so it's a Samsung Android device. A Fascinate. I have never heard of this model. Then on the back it says "Galaxy S". On the original packaging it says, "Samsung Fascinate TM a Galaxy S TM phone Verizon."
So what am I supposed to call it? By introducing "Fascinate" (or whatever they call it on other carriers), I'm just confused. Now when someone asks me what I bought, what do I tell them? A Samsung? A Samsung Fascinate? A Samsung Galaxy? Galaxy S?
What I do say is, "a used Android device I found on craigslist."
I've always thought programming classes should start with reading and understanding a program that has some loops, assignments, etc. Maybe a program that draws some shapes or parses/prints some strings. Then have students modify it some. Then afterward, start writing your own stuff from scratch.
