There's no practical way to discover someone's "secret true preferences", baring seeing them enraptured by someone who happens to meet them.
Most people won't go out of their way to provide detailed feedback.

There just aren't enough blacks in the US for them to completely dominate any crime. To be at your imagined rate of 90% of instances being black, when only 13 or 14% of the population, would require a ridiculously high rate compared to every other group.

There have been many variations on this idea of "letting kids learn on their own". The basic issue is the one you highlight, which is that it works if the student is very self motivated. Most students aren't. Or rather, they're highly motivated to do other things.

Well, sure, there's no one left to fight once everyone already lost their job and moved to another career. But, that's sort of a "might makes right" resolution. The workers don't have the political sway needed to get the government to intervene.
Businesses succeed in getting that sort of market intervention all the time. Most of the modern changes to copyright law are driven by business lobbying.
People have processes they go through to eventually get to something reasonably correct. Systems for drawing people, perspective rules, etc. These get extremely elaborate. They shouldn't need any of it if they could fully visualize the scene. They'd just need to copy that image to paper.
You'll hear people say things like "trust the process". They are struggling with what they're drawing looking wrong to them, until they're fairly far along and the shapes are fairly complete. Even when they're doing things correctly, their brain isn't recognizing it.
