On a M1 Ultra, it takes 12 seconds with 64GB RAM (same settings). While computing, the Mac Studio is pulling 100 watts of power.
It happens with both USB-C charging and MagSafe, but the intensity varies.
I would consider it slightly unpleasant, but have never heard about anyone getting an electric shock.
If you still can log in to iCloud, you're fine.
If your Apple ID password has been changed, Apple provides a workflow to regain access to your Apple ID [1].
There's also a process for account recovery for situations where you can't access your Apple ID because of two-factor authentication [2].

I can imagine that the developer would have been more willing to make changes if Google had sent him the list you have compiled here.
I would also hope that once Apple realizes this, the developer is banned right away – which does not seem to be the case (yet). While the app in question is not available in the App Store anymore, the developer's other apps employing the same scheme still are.

For me, these situations were resolved by moving on and/or changing some aspects of my life.
Not saying this necessarily applies to you; just something to consider.
Maybe that's because I've always lived in a direct democracy where it's commonplace to propose or challenge new laws, and while engaging in that process does require a few hours every now and then, I've always felt that's more than worth it.
Omnisec AG was a swiss company with (hidden) ties to US intelligence services [1] that produced manipulated encryption devices. Switzerland's military was also using Omnisec hardware and I doubt they received the "proper" ones.
