What happens over CloudFlare's networks in the case of DDoS providers would essentially be the agreement of a business contract.
They do, however, use Guile as an extension language.
In general, it seems like WebTorrent clients will be more inclined to "hit and run" (i.e. download some content, then navigate away without contributing back to the swarm), leading the worse swarm health.

I have a project where I only checked in the solution's repositories.config (packages/repositories.config) and the project's packages.config (ProjectName/packages.config), and it seems to work fine.
Running a set of shell scripts on every login is not the same as generating a file through a cron job. The author is complaining about the former, while you're stating he complains about the latter.

If you use IPv6 (and you should, if possible), it's better to use an alternative that supports it (e.g. SSHGuard).

Which means you end up having to open the URL first yourself just to copy and share it. And that doesn't even always work, since URLs triggering downloads don't update the URL in the address field (at least in Firefox).
