The CA State Assembly still has to vote on this. But California state laws and regulations can have a nationwide impact.
wck0··on A new study of the rules of spacing in English sentences
I tend to use new lines between my sentences in LaTeX. It makes it easier for me to do editing.

Two new lines between paragraphs.
