I believe they mean enlarging of the fontanelle as is typical in those with hydrocephalus.

It's because policies are in place to prevent them from doing so, you won't get special treatment or they will be out of a job.

Without seeing the Ad data it's hard to say but Financial products have a lot of policy in place and it's not enough to be ready to provide certification, in some instances you must do this beforehand.
