I bet with little more googlefu there's some cheaper places out there.
1) setup your password store up with a strong password and a key file
2) keep your keyfile on your local machine and a backup on usb etc, not cloud
3) now you can backup your db into cloud eg. spideroak, dropbox
4) on your other machine (work laptop, mobile, ..) copy in the key file, sync the db from the cloud
Now, you have a password manager that works on all of your devices - syncing automatically, safely.
This works for me. I know where the db is at (which cloud provider) and can be sure it's inaccessible without the key file + password. Any thoughts?
It doesn't sound very passive, if they are delivering content to target machines trough this. If we are discussing "evercookie", this would mean they could have capability to modify http traffic and inject "evercookie code" into it. If they do have capability todo this, it would sound more feasible than actually owning the target machines and using rootkits/malware to deliver things.

To echo some of the comments here, I think the main factors making this (PGP, GPG usage) unfeasible at the moment is:
1) Too hard for casual users (=others don't use it)
2) PGP/GPG is ridiculously difficult when using webmail or mobile email clients.
3) Your email usabiliy suffers. With this I'm referring to your ability to search your emails. Once you are using encryption, you can't find anything in it, unless the email is decrypted and saved plain in your email storage.
The usability part is actually forgotten quite a few times in discussion, but I think it's a big problem. If you opt to decrypt and save it, this would be ok, if it happens on your client (local db), but not stored remotely (eg. webmail/imap box). This problem comes with a whole lot of issues attached.
Download the offline maps you need and you are good to go!

I used to think that Google Maps was great, but after using Nokia's HERE maps I have to say, HERE is better. Not sure if it's the hardware, but first of all it's A LOT faster than Google Maps ever was. Secondly, HERE maps work offline (altough I just heard Google is finally enabling this with their maps).
Without wanting to sound like fanboy, the 920 is a great phone: it just works. The UX is better than in android, mainly because different apps all follow same guidelines on how to implement UI navigation/actions.
On the android phones I had, most of the time it was "free for all" with the UX as different manufacturers and devs implemented their own ideas on how nav/actions should work.
Other things I can say about 920: battery time is great, wifi (and wifi sharing) work flawlessly, sound quality is great both ways and the _camera_ is best I ever used in a mobile phone. It just puts all other mobile phones to shame.
I'm looking forwards to 1020 and hope to get one when they are available.
Only bad thing I can say is the Windows store and apps. I miss quite a few apps I used on my android phones. It's a shame so many devs only focus on apple/android.
And with your "secrets", I mean any piece of information you don't want them to know: email, websites you visit, mobile phone calls (and locations)...
Since Echelon/PRISM/Tempora/etc is practically public knowledge at this point, I would imagine that most "real terrorists" have also deduced the above facts and are living by them, making the whole exercise a fishing expedition paid with regular Joe's privacy and tax money...
