I also have my doubts, but would be great for the market. (New Exynos 2100 supposedly also being up there.)
But like you said, likely would eat into the iPad market - on the other side, as long as they don't make it a 2-in-1, the iPad should still have more than enough reason to exist.
Why and for who though? Yes, there is an ARM version of windows, but there is pretty much no software for it - and most of the Windows ARM software (Office?) likely has already iOS versions and will have upcoming Mac ARM versions.
I have the feeling that 99%+ of Bootcamp users use it for x86 software.
I mean, the 5600X is about double the price of the 3600, depending on when you got the latter.

But I guess it makes sense for Reddit to move away from that rule. That's how you get big campaigns with companies like Adobe. Not by taking away their sub-reddits.
Personally I think I even prefer that though. Better than having heavily biased "community moderators", which is the case in way too many sub-reddits.

Rumoured initial release of February 2019 and the Snapdragon 710 that is in devices for over 1.5? years already I wouldn't be surprised if similar problems as Samsung's lead to that late release now.
