Perhaps that incentive is the problem?
For these folks, putting deliberate effort into change logs, release notes, and documentation feels wasteful.
My hunch is that this is due to a missing feedback loop: we are unlikely to get feedback about documentation, and more likely to get feedback on our project’s code.
My own writing improved after a past project had a strong feedback loop with my documentation’s intended audience. This has been so damn rare in my career, that it’s never surprising when I meet programmers who are uncomfortable with technical writing.

Employers are required to provide this data to the U.S. Equal Employment Opportunity Commission: the federal agency charged with enforcing federal law which makes workspace discrimination illegal.
This agency came to exist through the legendary Civil Rights Act of 1964, which was supported by Martin Luther King Jr., Malcolm X, along with Presidents JFK and LBJ.
You'd be forgiven for not understanding American politics.
But any American would be foolish to consider that race and ethnicity do not play a role in how our society is structured after over 200 years of slavery and nearly 100 years of Jim Crow.
Racism has been a poison built into the structure of our country's institutions, and being race conscious is a part of the cure.
Could anyone compare it to Neon? [2]
I wish these kind of programs weren’t limited to private schools - my own high school (https://www.browardschools.com/dillardhigh) had a great technology program.
While it helped build my career, it struggled to get investment and was the only public school in the county with these courses. I would have expected for it to be replicated.

I recall that John Mueller recommended[1] JSON-LD over the other options during a Google Webmasters office hours session.
Many of Google Search's Structured Data features[2] primarily have JSON-LD examples.

And you can submit feedback to Bing on a search results page -- be detailed!
It may not be fast, but it helps them.
It looks great!
