the reason can also be laws, taxes etc. some incentives can be deducted. however if it is being deducted and the irs finds out, the company can get in trouble. this is speculation as I don't know what it's like in the usa, but is true for some countries in europe.

depends on what product/service plan they had. a 5$ per month is not worth jumping through the hoops, because usually an individual solution is needed, but this doesn't scale. if the site is important to the owner, they need a more fitting service plan with higher headroom. that being said, a good provider at least tries to filter out what could be a (d)dos

I don't see the upside of this idea. there already is reallocation of data from bad sectors, SSDs usually come with spare blocks. if your disk shows signs of failures, you replace it. what benefit would there be to have a single "redundant disk", that is partly failing? you still have to replace the whole thing
