It simply put the onus of proof on the taxpayer for historical discrepancies, where the proof often no longer existed, for a subset of the population least able to navigate bureaucracy when those discrepancies were innocuous.
There was no intelligence involved at any level of assessment.
It just feels like industrial scale gas-lighting, and no one in charge can admit it doesn't work afterwards because too much was spent on it.
Is stacking solar on the roof and AC's inside really so uneconomical?
Set aside the broader incentives (noble though they may be) and just look at the equity in the distribution of the welfare.
It's pure middle-class welfare.

Utility scale batteries are now at ~$66m/GWh, or about ~$726m equivalent.
It does not make sense for everyone to be doing a bespoke installation inside their own home. It is ridiculously inefficient.
We are a society. We don't build our own roads, water, grid, schools, hospitals. Why have we suddenly decided to DIY our own redundant power sources? (A: failure of governance)

We could deploy 100x the capacity $/Wh with utility-scale farms. Unfortunately we are just completely failing on basic coordination problems like this in the west, every man for himself.
