10:42am UTC: Compromise was due to a compromised SSH Key, not due to any software exploits in Apache itself.

10:53am UTC: We have restored services on our european mirror machine which was not compromised. DNS should be shifting you over right about ... now..
At least in Belgium, Luxembourg, Netherlands, France, Germany and also in Switzerland (not EU)

The european legislation has explicitely made an exception taht you are able to download and cache the document, as long as it is necessary for something to work (eg browser). Or if you are using it for personal use only.
But otherwise, storing a copyrighted document is illegal (interstingly twitter messages are not considered copyrighted).
It doesn't matter if you make the article public then or not.
