I wouldn't scrape over Tor, you would be slowing down the network for people who actually need it. Maybe if you are running a node.

I don't think it's so easy to sell a vulnerability on the black market. If you send the code first they will have no incentive to send the money, if you get the money, you might not send the code.

I don't think that's true, what if in both schools they were ranked last place and last place plus one?

I think the second sentence doesn't follow so clearly from the first one to warrant a "that means".
