The main culprit mohammed afroze was technically a 'juvenile' (some two months away from turning 18) so he was let off with just 6 months juvenile prison sentence. so from 2013 he is free. This led to a public outrage and laws were amended to consider 16 as the age cutoff for henious crimes to classify as a 'juvenile'. but they are not applied retrospectively.

That is just a polite way of saying 'idiot'

If anyone want to know the heads or tails of this, read the book 'Lifespan' by David Sinclair. It has good explanations and awesome research findings on ageing like this study.
