I do agree it is debatable whether it is beter than x86 most of the time cost savings projected when using a LinuxOne it is based on licensing. In the past oracle licenses where per core and we did a project where 8 ifl’s replaced 140 x86 cores

Recently there is an increased interest in running Linux on mainframe's something which can be done since early 2000 you get the benefits of high available and secure hardware and the relative ease of Management of Linux. Another benefit is that you don't really need to train personnel in more exotic operating systems like z/OS.
Depending on what model of mainframe you got you can use up to 60 logical partitions which are firmware level virtual machines. and can extend this functionality using z/VM or just plain KVM in a Linux environment
However technology can be used to enhance the devops delivery process. Tools like Puppet, Chef, Docker/Kubernetes can have a positive effect.
To give an answer to your question: no devops is not dead. It is a way to work.
