The individual needs to talk to an expert (a doctor or a therapist) to find this.
Many medical issues show similar symptoms - we go to a doctor for a physical issue, then why do we think we know enough to diagnose mental issues?
These things are complex, and it is okay to ask for help.

This is the most comprehensive setup I found, and I have modified it to suit my workflow.
I use dropbox to save all the Org files, which I can open (view/edit) on my phone with Orgzly.
As a philosophy, I don't do everything I write in the task list. It is just there to keep my mind empty to think clearly. I actively find tasks to take off the list - by delegating it, by paying someone else to do it, or by just saying no to those tasks.

The cores are not being wasted because we don't know how to parallelize computations - as evident by the scientific software run for high performance computing applications, which scales upto million cores.
Business decisions are responsible for these wastages. For example, many engineering software are licensed per core - so if you are using it on 16 cores, it costs A LOT more than using it on 4 cores. In some cases the licensing costs of the engineering software are higher than the cost of the hardware. So no one cares if few cores are wasted.
It feels very similar to a mathematical book. Rather than learning about the syntax, or the programming rules It teaches a way of thinking. I agree it is hard - but I don't know if it could be simpler.
In the end programming is not about computers or programs - but people solving problems. It teaches people to solve problems using computers.
I usually use LaTeX, because it works on all the major OS and frees me from learning different software
You can write ToDos, Documentation etc. or you can even setup the whole GTD workflow to suit you.
I think Github can show org mode files as README files as well, but please someone correct me If I'm wrong.
Coarray Fortran is now part of the Fortran programming language, and has a very simple syntax similar to array operations.
Based on my experience, the performance would depend on the compiler implementation and I would recommend GCC compiler instead of Intel compiler.
On a side note, please don't think about buying HPC hardware before actually write the code. You can build the code to solve real problems on your normal PC with a multi core CPU and GPU. Then you can benckmark your parallel code to determine what you acutally need.
