Its happening with me too since around a year. When I ask a solution from one of my senior he just reply by pasting the response from ChatGPT. Now I have stopped asking him.
I also ask ChatGPT sometimes when a junior ask for a solution, but I always explain him in my own words.
I think most of the cost is for handling and collaborating with the government org. As an engineer who worked with Gov orgs before, I can say it is not easy; imagine how many levels of approvals were given to put that site online.

It took me 1+ year to recover from it. Left the job, had no idea what to do for months.

I would also recommend reading as many books as you can. Don't know what is the condition there, whether you can get the physical books or not.
