Recommending a 3ft thunderbolt 4 cable for charging my phone in bed isn't ideal.

Are you saying maximizing load factors are worse for fuel economy or just slowing down would be a preferred cost saving measure in your opinion? Average load factor in the US is already <90%.

Either way, what about the unintended consequences for travellers if a slow down was mandated permanently?

You would need at least 15% more planes, pilots, ground personnel, etc... to handle the reduced bandwidth. For non-direct flights, fewer connections could be made likely increasing the airport population its ancillary services.

TCECs goal is to keep the ratios similar to the AlphaZero paper, not price or power or other benchmark. Increasing the hardware of one would require an increase of the hardware of the other. But, the hardware is donated, so it's hard to be too critical.

But why are we comparing used 2021 prices when these hardware weren't purchased in today's market? Especially when GPUs are 1.5-2x MSRP right now. Even very old GPU prices are insane. I recently sold a 980ti near what I purchased it new. 4669v4 MSRP was $7k, so they are not far off. The V100 is pretty dated too as it is from 2017, and doesn't have FP16 which is heavily used by Leela. For this and several other reasons, a single 3090 is actually faster than 4x v100s according to their own bechmarks[1]. A single v100 is approximately equal to a 3080 or 2080ti in performance.

Maybe you should also checkout the CCCC[2] hardware which is even stronger for both: 2x A100 vs 2x AMD EPYC 7H12

Not directly, but certain IRS ranking officials have targeted specific groups in the past for both administrations.

However, there is also rampant fraud with the EITC. Similarly with the Child Tax Credit, it is likely because it is refundable, meaning that you receive a check after your taxes are paid rather than a deduction which can only bring your liability down to zero. Also auditing these are fairly trivial and usually only done through the mail so they can send them out en masse based on red flags.

The biggest expansion came under Reagan and he called the EITC the “the best anti-poverty bill, the best pro-family measure, and the best job-creation program ever to come out of the Congress.” George W. Bush administration also increased the benefits.
