Too bad most people leave their private property and interact with people in public spaces where their personal rules are moot.

Absolutely not, serving ads is not a protected activity, you can't force someone to consume something they don't want to.

Already been tried, see anti-adblock and its counterpart, anti-anti-adblock. The solution to adblock is product placement and sponsorship, which has already extremely prevalent.
That is not true, product placement can be very subtle and even when it's not, it's not like the actors look at the camera and say "This show brought to you by X" even when it really is.
