I can understand that years before ChatGPT would not have any LLM-generated text, but how much does the year actually correlate with how much LLM text is in the dataset? Wouldn't special-purpose datasets with varying ratios of human and LLM text be better for testing effects of "AI contamination"?

This is a good point! My assumption was that they actually do have a high baseline of fake rejection and gave these a fair analysis, given that they would want to maintain credibility and have multiple write-ups on their web site about how they closely analyze submitted cards to detect counterfeits. I wonder if there are any independent tests out there on how well they actually detect and reject fakes sent in for grading by normal people.

Akabane or the buyer could be the original source of the fakes, but the grading company CGC was responsible for "verifying" that they were authentic before they were sold at auction:

The fact that a large grading company would not check such a basic type of forgery makes it seem like they're in on the scam. This sounds similar to what happened with video game grading company Wata, who were alleged to have fraudulently inflated the value of games they were grading:

Small correction: SNL is scripted, not improv. The skits can feel "unpolished" in a similar way to improv, but I think that's usually because they only have a week to produce each one from scratch.

It seems to me that LLMs the metaphorical horse and specialized algorithms are the metaphorical car in this situation. A horse is a an extremely complex biological system that we barely understand and which has evolved many functions over countless iterations, one of which happening to be the ability to run quickly. We can selectively breed horses to try to get them to run faster, but we lack the capability to directly engineer a horse for optimal speed. On the other hand, cars have been engineered from the ground-up for the specific purpose of moving quickly. We can study and understand all of the systems in a car perfectly, so it's easy to develop new technology specialized for making cars go faster.

The parenthetical here is incorrect - all property taxes, regardless if they are for residential, commercial, or industrial properties, have capped yearly increases under Prop 13. In 2020, there was a ballot initiative, Prop 15, which proposed a "split roll" to remove the Prop 13 rate caps from certain types of businesses, but it did not pass. The key is in your last paragraph: the companies in question are privately owned in the sense of "private property". In the context of (American) public policy, due to factors such as the First Amendment, the distinction of a company being governmental/public vs non-governmental/private is much more likely to be relevant than it being publicly/privately traded.

There was a story published by ProPublica[1] reporting on this sort of progression from the side of people negotiating to pay the ransoms. Here's a small excerpt, but I think the whole thing is worth a read:

  Storfer learned quickly never to use the term “hacking.” Instead, he would assume his correspondent “thinks they’re a businessman,” Storfer said. “I’d say: ‘Look, we can’t afford this [ransom] at this time. Do you mind providing your product [recovery key] at a lower rate?’ And it worked,” he said. “They’re doing a job where everyone hates them, so feeling like they were respected made them work with us. I like to think empathy goes a long way.” 

  The rapport sometimes reaped discounts. “We were able to get a $5,000 ransom lessened to $3,000 because they knew we could deliver it exactly when we said we were going to get it to them,” Storfer said.
