I do have a feeling that the social structures, and perhaps even biology, have evolved over centuries with alcohol present to grease the wheels. It can allow a higher baseline of introversion / neuroticism (which facilitates higher performance in some areas but worse socialising), with the ability to drink to boost the social aspect when needed. Chesterton's beer, in other words.

Chernobyl was very much not "old", it was a more modern design than the PWRs which are built today. Chernobyl Unit 4 was also basically brand new, only 3 years old at the time of the disaster. The RBMK design dates from the 60s, whereas the PWR is from the 40s.

Semiconductor fabs involve a lot of hazardous chemicals, process changes and high energy consumption. Exactly the kind of thing European regulations tend to deter or slow down. Which is somewhat fine if there is nowhere else to build it, but if other places are easier, well...
