Look at Big tech, this is what they are doing, they employ thousands workers that write millions of lines of code every day, only to make it work for every case in a world. And still can't compete with specialized solution.
Dependencies will complicate system you are building. ( with things like supply chain attacks, bloat, liscensing etc...)

Im not sure about todays Internet, some say it is largely centralized. Other military networks have been separated from it.
In some cases whole countries were taken off from Internet by someone cutting backbone cable with a shovel.
It's mostly pictures of cats and memes.

Or it could be dead end. Smartphones haven't change much in few years. Same form factor, same OS. It is boring.
"special issue smartphone"? Good luck on that, producing your own smartphone . And you are going to need to produce it to avoid hardware and software backdoors.
Nobody said that encryption will save you from enemy knowing who you are, where you are, who you talking to, etc.

I'm preparing that someday maybe i would not be able to use smartphone or internet or bank or electricity or any other single point of failure the system depends on.
Possible solution and an idea for project : you connect Alexa / Cortana / Siri / voice chatbot to phone number and then you just call whenever need internet from feature phone a.k.a. "dumbphone"
You need to check traffic? Just call someone at the internet.
I also had system with "dumbphone" to receive alerts on SMS. from online machine.
There is tendency You will be doing what you don't want to do. If you let it.
When told to forward message to other coworker say you will do it, then don't.
