Some other country decides to pull shenanigans and cut / hack the cable, in which case the company will insist the U.S. gov't get involved, maybe pay for the repair. Saying it's crucial for national security.

Sounds like the asylum process is an alternative stream, and the entire border has become a "port of entry."

I can personally vouch for this.

In Morocco cats were everywhere. Cafes, high rises, farms, University, everywhere I went.

Even the airport! As we queued up to the ticket counter (this was decades ago) i saw cats wandering independently. I mused to my companion, "i wonder if they get into the secure area of the airport?"

Sure enough, after going through security and waiting at the gate, there goes a feline walking by wholly unbothered.

I wondered if cats ever got onto planes unwittingly. Didn't see any on our plane ... still wonder.

... and also why our "defense" institutions would rather manage chronic, unwinnable conflicts rather than see any side achieve victory (Ukraine, Syria, Gaza, Iraq, Yemen, Afghanistan) ... and also why our weapons / aid keep appearing on both sides of various conflicts

Because that's where the profit is.

I've tried that. One by one the stores near me stopped accepting batteries.

Even the municipal recycling center, where I sometimes take bags full of paper or plastic bottles, refuses to take batteries.

The local Batteries+Bulbs store is the only place left near me. For how long?

It should be FAR far easier to do.

Scanning is pretty inexpensive. Maintaining a complex system that passes the scans? That's something different altogether.

If I take a clunker to a mechanic, how much will it cost me to hear everything that needs fixing? About $150. But actually performing the fixes? One order of magnitude greater - and that's if I'm very, very lucky!
