I don't understand the credit part? Wouldn't some kind of "set your rate" option for the user, allow more individual flexibility? As opposed to a flat fee per notif, sent to Apple?
I'm sure you'd be able to use this.
Not sure if it's dishonesty rather than just wise resource planning?
I've never seen discussion of this in the mainstream though... so I'm not sure if it's actually being used or just shelved.
At this point, I think any proprietary they've created is game for usage. But it's very hard to get multiple large organizations to adopt this.
I definitely think it's a solution.

Crypto-> crypto would be a different story, but requires a more sophisticated buyer.
I play in this space, so would definitely like to hear what you've got in mind.
At a recent online event, I was asked to talk "what is the riskiest thing about building on crypto". The answer I gave was "it can distract you from your core business model, from making your customers happy".
EDIT: I echo your sentiment though. I wrote something supporting your thoughts (I think?) a while ago. Do you think this is a similar sentiment? [1] [1] https://www.linkedin.com/pulse/using-crypto-tool-investment-...
One might think Lightning Network would be a good solution, but LN is fungible, so that wouldn't work.
Still, colored coins is an awesome concept and I'm planning to help with at least 1 use-case (fingers crossed!) in the next few months.
It is not technically graphene due to the multicrysal + variable layer formation. You can search my user name in google scholar to see my publications.
I'd chalk it up to an app on your phone tbh. Android is particularly susceptible to this if you have READ_CALL_LOG permission on for some apps.
When I checked the numbers, it was 4% cheaper, but the convenience factor wasn't there.

A business model we're pursuing is to let legitimate callers pay willing recipients $/min according to the recipients predetermined rate. [2] I'd love more users/feedback/customers. iOS is in the works for Summer 2021.
Re: if really you'd want (and could have) something that does the job better.
I'd argue that nothing is better than blockchain in terms of dealing with monetary policy in each country. Since this solution is 100% targeted at the economic incentives that drive phone spam, the reward must be a financial incentive that is easy to globally implement and furthermore allow a user to easily transact with, regardless of country. P2P currencies means someone else in whatever country can worry about designing services that take/use Nano, while I focus on blocking phone spam and don't get wrapped up in potential race/optimization conditions in using "funny money". /rant
Doesn't mean this is a killer app, just as you said, 1 way of trying to solve this 30 year old problem that will only get worse over time as the Internet of Things matures.

Re: minus the refundability
The refundability is the main thing that allowed us to patent this. HashCash, and the large PoW required by Bitcoin are meant to strain any attempt to transact on the respective network. Ours only strains bad callers (monetarily) and does not strain good callers.
The argument we presented was that good/bad callers can be simplified as calls that lasts more/less than some time threshold.
Simple, user-friendly, intuitive, and serves the purpose of disincentivizing high volume spam calls while giving legit unknown callers a chance to bypass the blind filter.

This RoboCash app does exactly that, and it pays you for each call you block as an added bonus. [2]
STIR/SHAKEN is a partial solution that doesn't go far enough to solve the problem.
