Like most things militarily Russian, the S-400 over-promises and under-delivers, but that doesn't mean it's not potent. It's probably incapable of hitting most ballistic missiles in real world conditions, but a plan flying in a straight line would be a lot easier, ignoring any stealth capabilities.
