You can't really compare the economy of countries on two different contintents just based off of a single macroeconomic metric and expect to capture anything. It's way more complicated than that
I think you can. You can completely distill it down to the simple reality that one is growing on the other is not. There's no clever nuance that handwaves that fundamental fact away.
