If you'd like to retract your statement and reword it to something like "Every state in the US has a free method or process to prove one's identity that works for voting" then I'd be much more inclined to agree with you (though I'm still not sure of this either). But not every state in the US has a free ID *card*.
This is a meaningful distinction because non-ID-card-based identity verification processes like in Massachusetts often need to be repeated for every election, creating more work for the voter, preventing mail-in or at-home voting, and leading to less voter turnout.
