Maybe I'm forgetting some of my developmental biology lessons, but aren't these "legs" really "digits"?
I.e. they are the members of the fins without the membrane connecting them. So the relationship to other fish is like the opposite of bats' relation to other mammals.
Have you had a really deep insight on your own, or just quoted a good idea without attribution?
