I think because this is literally the same bussing strategy texas was doing and got criticized for, except one is on a bus and the other is a plane. In both cases, the migrants choose their final destination within the US and is provided a free ride to that location with food and water.

One may argue the bus is a much harsher trip than a plane since it takes longer, but that is debatable imo.
