Sorry if it wasn't your intent, but this comes off as sarcastic/uncharitable. Why does offering plane tickets to spread out the load make it not a sanctuary city? The ends sound like a reasonable goal to me, even if the strategy might not work. The planes aren't bringing them back to their home countries. They aren't trying to get rid of all their migrants - they are just overloaded. They would in fact be helping even more migrants by not overloading societal infrastructure in one location.
