That only helps in the scenario somebody wants to play offline. If one person wants to play CoD: Black Ops online while the other plays Halo MCC online you can't.
Nah this is a steam offline mode, which is independent from your internet connection and the games ability to use the internet.
Yeah this is what you do - "restart in offline mode". I have my kids do this and we can all play whenever.
