If anything you're actually proving the headline even more accurate, since you're making it clear Spain (as in the government) is the one really owning the majority of the incompetence here: when normally it's more of a mix between the firm and the customer
This is quite typical of state owned companies in Europe.
> You said that the headline is “exactly right”, while in fact it’s objectively false, the “new trains” it refers to do not exist
If I give you designs to build me a new house, and it doesn't fit on the lot, that means my new house is too big for the lot.
And in fact, I don't even have to give you designs. The moment I communicate intention for the new house, the phrase "new house" refers to... the new house, regardless of its state. We can chat about "the new house" without even having picked which continent it will exist on. "Where will the new house be built?"
Similarly if I ask an artist for a painting, and the artists finds the painting I asked for won't fit on the canvas before making a single brush stroke, the wording is "your new painting won't fit on this canvas".

Honestly not the most complicated turn of phrase, so if you couldn't grasp that, it's not hard to see where you're coming up with stuff like...
> You’ve also fabricated 2-3 years of repeated work
No, I didn't. Critical thinking may come across like a fabrication if you refuse to indulge yourself in it, but happy to share my work: If I'm on a project for 2-3 years, then I find because of a mistake I need to push things back 2-3 years, that means that heavily implies that... the work of those 2-3 years were wasted?
Now let's remember what I said...
> That's implying almost all of the work from when the designs were given to them in 2020 will have to be revised.
Marvelous.

> in fact is apparently contradicted by other sources, which state that the firm worked with bad measurements for only about a year.
That "apparently" is a funny way of saying "I didn't verify the sibling comment, which I already admitted was willing to inflate the sources I do have". If only the comprehension could catch up to the brevity.

By the way, what do you think it means when the government official says
"without hiding his anger against what he called "monumental pig work."
Obviously there was something lost in translation there, but let's apply that critical thinking and guess, if just maybe, it means there was a ton of wasted work...
Modifying your example’s verb, if you said “Where is the new house?”, then I’d say you’re implying the new house presently exists - unless we’re currently poring over housing development plans, in which case I’d say you’re clearly referring only to plans. Maybe the reason we’re reading the headline differently is context. This is the first I’ve heard of new Spanish trains, so I took the words out of context (until after clicking and reading), but if you were already aware of this planning-stage project then I can see how the headline would conjure train plans, not presently existing trains, for you.
Re 2-3 years, the alternative is that the delay includes some repeated work, some time where work is done inefficiently or even on hold due to confused requirements, some things with lead time that got reset, and the overhead of correcting the mistake. Still a costly screwup, of course.
