This is the first I'm hearing of this, interesting! Does that mean there's no room for honest ticketing with minimal overhead fees?

If you actually want to tackle this business, talk to a dozen people who actually have the decisionmaking ability to pick a ticketing system. Sometimes this is the venue, sometimes this is the promoter. Ask them what it would take to get them to switch to your service.
Be careful who you talk to. There are a lot of people involved in events who hate ticketmaster but don't actually have any input into that decision. You can easily get a skewed view of the industry.

Of course there is but this is a marketplace and the supply side has figured out fraud is more profitable.
