Turn of millennium was era before of SSL/TLS. Livejournal did not want to send clear text password during login to the site. SRP was patent encumbered (and anyway implementing proper PAKE in JavaScript of that era was unfeasible).

So at Livejournal implemented their own challenge-handshake auth: https://www.livejournal.com/doc/server/ljp.csp.auth.challres.... Unfortunately it require storing plain-text equivalent of password on the server.

Seems to be worked fine through the years, but they used it well past "best before" date.

The usual problem is not shutting down the reactor: both TMI and Fukushima was properly shutdown. Important task is cooling down the core (and SFP) after that.

Left on its own, halted thermal reactor generates hundreds MW of heat after shutdown. That heat destroys cladding of fuel, generates explosive Hydrogen and causes meltdowns of former core.

It is believed that ATF, core catchers and electricity-independent passive cooling will reduce risk of this types of incidents, commonly called LOCA - Loss of coolant

That situation can be easily fixed in RPM-based Linux with rpm --setperms and rpm --setugids.

Correction will be little harder on Debian derivatives and whole incident can be completely prevented on Solaris with file-mac-profile.

I do not think so. Public service must make money somehow. Most times it is advertisment so js required. Sometimes it is spionage, but they must look like usual thing.

Get a hosting from shared server account (few dollars a month). Or distribute your files from cloud storage, like AWS S3 (5 gig free for first year) and upload with native app without JS.

Seems strangely inexpensive to me. Serious engineering, special train, 1.3 km construction on difficult terrain and only 45 mln. Euro?

In comparision, new Dublin tram line - COTS cars, 6 km line for 368 mln Euro. Or Detroit Qline, $180 mln. for 5.3 km line.
