There are reddit posts showing how to bypass the Godaddy requirement. I used them to setup Office 365 for my family.

I have since moved the family emails to icloud mail since we already pay for icloud+ and I get multiple domain support, and aliases.

My real question is who are they trying to scam? I don't believe anyone with industry experience would buy their outlandish claims.

My current hypothesis is that they are going after government grants? and possibly over zealous companies looking to get their foot into the insert tech buzzword sector.

haha. I do. I'm trying to figure out who their intended victim is. It definitely isn't anyone in the industry.
