Demanding absolute proof from a country with zero transparency is a tall order; the information vacuum is a feature of these shutdowns, not a bug. Even if we had definitive proof of traffic patterns, the goalposts would just move to: 'How do you know this was a Iran's government action?'

To clarify I added ""technically" to the question: My immediate goal is finding a way to reach relatives during this blackout. More importantly, how to build a resilient, long-term communication fail-safe so we aren't cut off when we are connected and the next shutdown happens.
