Curious how this will play out. Threshold for contributing is non-trivial, so the wasteland scenario is my academic guess. The contribution scoring and ranking will help, but can you be anonymous?
Thnx for mentioning us btw! With 13 years running and our bandwidth token for Bittorrent (no ICO) it seems we're the only team left doing innovations. All other p2p teams seem to have died in the p2p winter.

True, very few development teams are able to resit for more then a few years. Then they break. [Plug] My university lab has been one of the few operating for 19 years now. Radical and academic purity of decentralisation: https://github.com/Tribler/tribler/wiki#current-items-under-... Goveranance of decentral system and stopping abuse collectively has proven the hardest scientific problem. Requires growing trust without any infrastructure.
Our audacious 'IPv8' work is now deployed live. Might fit you needs. Includes above features in a low-complexity approach. https://github.com/Tribler/py-ipv8 Our fresh IETF Internet Standard draft of this work: https://tools.ietf.org/html/draft-pouwelse-trustchain-00
That is quite a positive view. As a university professor I see a lot of speculative work. It is presented as fundamental, but makes assumption which do not hold in the real world. Hence a lot is mostly ignored.

Notes after reading your whitepaper, latency and complexity matter. We copied the Tor packet layout and deployed a simple NAT puncture method to avoid difficulties. Your proposed approach looks like many years of work.
btw aware of our Python-based Tor implementation, with modifications for full decentralisation and deployment? https://github.com/Tribler/tribler/wiki
We are on track to put our blockchain-regulated decentral market live this summer: https://github.com/Tribler/tribler/issues/2559
