How is this supposed to work? Any solution I can think of requires adding hardware, and is not a software reconfiguration accessible to the AI.

Building a cache in the ISP network close requires adding hardware.

Fiber networks often have symmetrical bandwidth in the upload and download direction, either using two fibers or two wavelengths. So how do you optimise the upload? The only way I can see this is running ROADMs and adding wavelengths in the upload direction. However this also requires adding transceivers on the router that is client to the ROADM at the venue.

France has recently increased its prices on nuclear power. I noticed earlier last year that Germany is importing nuclear power from France, which is subsidized by France. So, and take this with a grain of salt, I am not an expert on this topic, Germany was essentially taking advantage of France. It is possible that they have now fixed this through the price hike.

An experimental research system does not have to be a complete practical system, it can focus on a few things to prove a point, support a scientific claim.

Here in Germany, we had a bad experience listening to our superstar Adolf and decided we should try democracy next time. Some parts of.the political party AFD is trying to change that, unsuccessfully, so far.

No, it is bad because it could also apply to open source software aimed at consumers, not only commercial vendors integrating OSS.

You failed to read and understand the article. Not only commercial vendors but also authors of open source software aimed at consumers , could be held liable. The courts would decide.
