I remember back when MSN/Windows Live Messenger used to be one of the most popular options out there. Even though I used Ubuntu, I could still chat with my friends through the Pidgin messenger. This was all possible through the XMPP interface, which still exists by the way.
It's not just that these new messaging platforms are adding no extra value, they are creating worse experiences, and we're buying into it. You now have to install half a dozen messaging apps just to keep up (WhatsApp, Telegram, Facebook, etc.) . And now we're suddenly talking about reinventing the wheel.

As stated in this article, the woman was receiving service in Arizona. The official language in that state is English, so you should expect services to be offered in that language.
I used to explore APIs and do this sort of digging for fun, even though I was employed. My approach was the following. If the company had a decent bug bounty program, I'd be happy to report it there, it's the safest way for anyone to do that. If there was not, I'd try to sell it to an "alternate buyer", which is less preferred. I never many things worthwhile reporting though.
I don't find the service very trustworthy, but I think that if you're a gamer, it may work out just fine for you.
Nobody has done anything after the fake bombings before the Cechnya intervention in 1999, which at least is in their own territory. But then again silence in 2008 after the Georgia invasion, and again in Crimea in 2014. They are using their nuclear arsenal as a free pass to invade everyone and break every treaty.
I think it just became unsustainable at this point. And honestly this is the best we can do to help without making things worse.
Several years ago they uncovered a large SAT cheating scheme, out of Thailand. They even made a movie about it : https://www.rottentomatoes.com/m/bad_genius
And that was using way more rudimentary technology. There are a lot of rich kids willing to pay their way to a deegre.
An American Court even found Sci-Hub guilty, in a lawsuit brought up by Elsevier. But nobody could enforce it, so it was just pointless in the end.
We have done just the same with the HIV/AIDS pandemic, which is still ongoing by the way. People would be surprised to know how many people die of AIDS in the World each year.
And future does not look so bright either. Would not be surprised if we soon have to deal with a third pandemic at the same time.
