We can argue that it's a good thing the program works the way it does and I'd argue, for the most part, that's true [0]. But all the programs you listed and the eq. program are net transfers from rich (and less politically powerful [1]) to poorer provinces.
It's akin to when coastal Americans bemoan that fly over Americans get net transfer of wealth from them.

[1] Being a 905er myself, let's be honest here! Quebec, between separatism and as a battleground province, can throw a hissy fit and get whatever they want (and good for them! Hate the game, not the player.)
I have a question for the community. A few years back I stumbled on a website that had really cheap prices for film, near but not expired. $2 (or $1?) for a roll of 24 run of the mill Kodak-200. I bought a dozen various rolls and I've now run out. I think it might have been one of the three big photo shops (Adorama, ect)
Where do you buy film cheaply?
I think earplugs are the best solution. I keep a box of earplugs where I am likely to get annoyed, office, bedroom, but I also keep a box in the car so I am likely to have them close at hand (say I go on vacation and the hotel has rowdy neighbors). I also keep a pair in my backpack.
