Prevailing wage determination has nothing to with H1B even if that was the case.
Was the prevailing wage where/when you were employed less than 45k?. If it was then you were not undercutting the american worker,if not your employer was doing something illegal.
From personal experience hiring a H1B is anything but cheap, lawyer fees and all.

It is not about the inability to find a solution, there are hundreds of things that can be done to improve the process ( including major overhauls like the one you suggested) . But the whole topic is such a quagmire that no government want to touch the subject with ten foot pole.

Its not about status of the country , each country is given a fixed quota . Usually from developed countries less number of people are trying to come to America than from say a third world country, so the backlog of a applications is less , thus the faster processing.
