assuming rock-star define as some one who tout all along he is rock star programmer, then not much make a rock-star. But if what you looking at are someone who project creative jutsu on programming problem, deliver solution within expected time frame if not earlier and well liked by management and fellow programmer, then what it takes is very clear: 1) sufficient programming knowledge and skill 2) domain knowledge 3) time management 4) good personalities.

Its faster to register an NGO and start a movement to change social stigma. By doing that you move the solution from government hand to your money and talent.

After content, next thing to focus should be operation. For online magazine it should be editorials and technical.

I suggest going the wordpress route as the backend cms. It easy enough to beginner and fast enough for growing audition. Thus you need a person good on it to design and extend the functionality.

But still, good and enganging content always preceed technology. HN is a good example of that.

It is the same with hand sketching, nothing beats fast mockup of what the end result could be.

Unless we can code faster than using photoshop. Untill that, photoshop will be around.

i`d guess the main problem are experience then. try to poke on github or code any startup idea that you fancy. try to emulate it or better. Try to push it into the cloud/crowd and get some feedback exchange with the user. Show the world how you solve the problem. That's how i got my experience. That's also how i got my new job with much higher pay raise.

1: Use framework: jQuery (for animated effects/AJAX), CodeIgniter for backend. Or mootools/scriptaculous if you inclined so.

3: Only use fancy fonts for headings, never body copy.

4: If stuck on design, browse famous Web Design Gallery or CSS gallery for blog and current trend design. For corporate or more convensional, i like to pick inpirations from templatemonster.com

5: For backend, best to learn from basic. Type the tutorial codes one by one and understand how it works. If short on time, just focus on CRUD operation. When got more time, learn how to optimize it for speed and maintainability. After that, pick any frameworks that is popular and promising. It will help shortern your development time tremendously. :)
