HK has an interesting business model in that the MTR is majority owned by the government and the government grants the land on top of train stations to MTR. MTR then generally builds shopping malls, offices and residential developments e.g LOHAS park, there making it a property company which operates (very profitable) rails between its properties. Hence, the average person not only travels on the MTR but also spends money at MTR Malls and may live and/or work in an MTR property. MTR corporation also provides consultancy services and even runs other railways in other countries e.g the Elizabeth Line on the London Underground.

I did Computer Science (not software engineering) as an engineering classified degree i.e MEng. The key difference is that it included more management and some other modules required to make the degree accredited by the IET to meet the UK-SPEC (UK Standard for Professional Engineering Competence and Commitment) of the academic requirements for CEng (Chartered Engineer). This is pretty common in the UK if you do an "integrated masters" degree which is the path of least resistance to becoming professionally registered.

When you offshore cost is the main factor and the companies optimise for it. As an example you may have an offshoring contract with Infosys where you pay around $20/hour/head and they provide mostly freshgrads (some times referred to as "commodity developers") with dubious qualifications. But you can say you have 100 engineers on the project. When hiring internationally you usually hire and interview a specific person and pay them well through Deel (or equivalent). All of the former engagements have been a disaster, the latter have mostly worked out.

Both have their benefits. In my experience offshore teams are basically an army that you need to train and provide a lot of direction. It can be very frustrating but if you have code generators, Sonarqube, linters and they are only working on CRUD applications it sometimes works out. Whereas international hires are usually very competent because you personally selected them.

The internal pressure would have to be hundreds on atmospheres to offset the pressure outside. They would have to carry a lot more air at very high pressure on on the surface with more complicated and robust equipment to handle it. It would also make buoyancy management much harder. There's also the additional problem that there is a risk of gas narcosis above 3 atmospheres of pressure.

Different eating culture. In China it's not uncommon to eat out every day whereas in the west it's usually an experience (unless you are eating out in McDonald's). Hence, cheap eats places tend to automate to save on costs.

In this case why not just divide the estimate by the confidence to get the "true estimate" e.g in your example it's actually a 4 week. If you provide a tuple the confidence will eventually be conveniently dropped in some slide deck then the "2 weeks" will be socialised as the commitment.

"Regions" is used so that it captures disputed territories such as Taiwan (TWN) and semi-autonomous regions which have country codes but aren't countries e.g Hong Kong (HKG) and Macau (MAC). I once worked at a company with very complex business processes but no ERP to solve them. Everything was Excel documents in shared drives and emails. We provisioned a low code "quick wins" team to start automating these manual processes while we were implementing the ERP. There's a space for both low code and high code solutions.
