I see this situation differently. If you don't have time or energy to invest in reviewing PR, then you should say so on your project page clearly. And don't accept PR at all. It wouldn't waste other contributors time.

Otherwise say that you are looking for active contributors and give them PR access, if and when you get someone eligible.

Just accepting PR and doing a lottery on them is not useful for anyone.

I have another counter-point for this as a rails developer tinkering with golang recently. I think Go got this correct in many ways. Having light weight goroutines that can scale well; having good IO which does epoll/libuv style wait in the background transparently when you read/write. Easy to understand multiprocessing language in general. I have no idea why it's not taking off in web development though.

I guess they are. ISRO also has a plan to eventually let private players build complete PSLV system(currently they build 80% components) and operate them. Leaving ISRO to concentrate more on GSLV and reusable rocket more.

They already have a Mars unmanned orbiter for this year. Oct or Nov I believe.
