Nobody expects highways to make money or break even. Suggesting that a road have tolls is the quickest way to lose. However, transit is put in another group, for some reason.
You hold a pretty naive view of how a business operates.
Please, please, take 1 minute and imagine a world where a company is punished by (someone?) for laying people off. Please think of the consequences of that. lol.
