"average current through the bulb should be proportional to the average voltage across it" That is exactly correct, the reason they were seeking clarification, and the core of suggested solution.

V=I*R

If V = Hours and I = Minutes, then by necessity R=Hours/Minutes. Typically a light bulb has mostly fixed resistance (R). Adding a potentiometer to the circuit allows you control the value of R.

lux_scintilla··on TikTok divestment law upheld by federal appeals court
"the law would require app store companies, like Apple and Google, and internet hosting providers to stop supporting TikTok, effectively banning the app."
lux_scintilla··on Why did Borland ignore the Macintosh market?
I was young at the time but pretty sure subscribers in my store did not get late fees. I could only find two sources below to corroborate my memory. I would not be surprised that they were doing something shady to get sued though.

lux_scintilla··on Why did Borland ignore the Macintosh market?
>Blockbuster should have eliminated late fees and offered DVDs by subscription in-store, but they made too much money off the late fees.

FWIW they did do exactly that. It was a monthly subscription fee, you could have three movies or games out at a time, no late fees. I don't remember what the plan was named but I think it was movie pass, to start a new membership you typed "pass" into the terminal. It was pushed somewhat strongly in store I remember having a new sign ups quota per shift.

So strange that this somehow became a relevant tidbit in a post about Borland ignoring Macs.

lux_scintilla··on Semiconductor Supply Chain Explorer (2022)
I think Siemens deserves to be on the list but your main point remains. They all really excel at one step or another in the EDA chain. Even they do compete generally across the all broad scopes it sometimes feels like it is not a serious effort. Sometime I wonder which is cause and which is effect, is the reason some fabs simply don't provide PDK support for all options with each company because the tools are lacking or are the tools lacking because the fab does not want to provide support.

I think it must vary by institution. For a second data point. EE here from an ABET accredited US University. Controls & Discrete Controls was mandatory for EE. No other engineering major at the school, including MechE, had this requirement.

It is glued down. The fiberglass (FR4) is filled with glue, the back of copper foil is lightly roughed up with an oxidizer and then the materials are laminated together.
